Russell is a Director at Stripe Consulting, which was formally known as Pyle Car Park Consultants.

Stripe carry out all aspects of car park built environment consultation services. This includes new build design, lighting design, drafting, surveying, layout design work, remedial package design, procurement implementation, forensic and expert reports etc.

He is a Chartered Construction Manager as well as being a Chartered Building Engineer.

He is a past winner of the 'Parking Person of the Year' award. (2015 British Parking Awards) and also a winner of the 2013 Young Parking Professional of the year (British Parking Awards)

In addition Reportal® (a Life-care plan system that he developed at Stripe) won the 'Digital Parking' award 2013.

He is Chairman of the Structures and Asset management special interest group (SAMSIG) within the British Parking Association (BPA). In 2015 SAMSIG won the Advocacy award at the British Parking Awards reflecting the great work the group does to drive up standards and quality of British car park structures.


Russel is currently Chairman of the Fire Risk in car parks working group within the BPA.

He wrote a chapter (structural appraisals) in the ICE publication relating to maintenance and monitoring of car park structures and has produced many articles on the subject of car park buildings and design as well as speaking at many industry events on the subject.

Russell Simmons, chair of the BPA Parking Structures group, will lead a panel discussion looking at suicide prevention in car parks and the steps that can be taken to minimize the risk. The panel will give some practical solutions and discuss the current guidance being produced by the BPA.
