Director Carflow

Conor is the director and founder of Carflow, a car park management company specialising in Automatic Number Plate Recognition (ANPR) parking enforcement. He also chairs the Technology, Innovation and Research board of the British Parking Association (BPA) and sits on both the BPA Council and Board of Directors. Conor worked in financial markets for over 10 years after a Master’s in Finance before moving into the parking industry in 2013.

Parking (Code of Practice) Act 2019 - getting the best result for our members

The BPA welcomes the introduction of the Parking (Code of Practice) Act 2019 and most of the measures it seeks to introduce, including a single code, a single appeals service, and a standard setting body. Indeed, we have lobbied for these elements for over a decade. However it must be noted that the government’s proposal to drastically reduce the deterrent effect of parking charges on private land has far reaching implications for consumers, landowners, and the parking sector.

It is crucial that any new measures build on the great strides that have been made to raise standards over recent years and do not unintentionally undo this good work and tarnish the whole parking sector. This session will see key industry figures being interviewed on a variety of workstreams to ensure that the best possible conclusion for the private parking sector is achieved.
